THE BANK :
Created in 1964, the African Development Bank (AfDB) is the first pan-African development institution. Its mission is to promote economic growth and social progress across the continent. The Bank has 80 member countries, including 54 African countries (regional member countries). The Bank's Development Program aims to provide the financial and technical support necessary for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth in Africa. To focus more on the objectives of the Ten-year Strategy (2013-2022) and achieve a greater impact on development, five major areas (High 5), in which interventions will have to be intensified for Africa, have been identified , namely: energy, agro-industry, industrialization, integration and improvement of the quality of life of African populations. The Bank intends to set up a management team which will successfully pilot the implementation of this vision.
THE COMPLEX :
The President plans, supervises and manages the activities of the Bank Group. Under the direction of the Boards of Directors, the President directs the affairs of the African Development Bank and the African Development Fund, and manages operations and activities in accordance with the agreements establishing the African Development Bank and the African Development Fund . The President oversees several departments and units, including the President's Office (PRST.0), the Office of Integrity and the Fight against Corruption (PIAC), the Office of the Auditor General (PAGL), the Directorate of Group Risk Management (PGRF), General Legal Advice and Legal Services (PGCL), the Department of Communication and External Relations (PCER), the Office of Personnel Integrity and Ethics (PETH) and the Office of the Secretary General and General Secretariat (PSEG).
THE RECRUITMENT DEPARTMENT:
The Ethics Office is responsible for piloting, ensuring the management of ethical issues and issuing opinions and advice on ethics for the Management and staff members and providing support to prevent, mitigate and resolve ethical issues so as to contribute to good governance within the Bank, and thereby preserve the reputation, brand image and reputation of the Institution by probity, integrity and impartiality.
The Ethics Office operates independently and does not report to any officer, department, office or other organizational unit of the Bank. However, for administrative reasons, he reports to the Presidency and reports to the President. The scope of intervention of the Ethics Office is limited to staff members and does not extend to elected staff, to whom separate provisions apply.
THE POST :
The Head of Unit - Ethics Office is responsible for managing and communicating the vision on all matters relating to ethical conduct and related matters to Bank staff. He advises and assists the various organs of the Bank in the development of relevant rules and regulations as well as guidelines on ethical practices and conduct. It is also responsible for ensuring the establishment and maintenance of an ethical culture among staff and management, as well as preventing unethical behavior, constantly improving the relevant mechanisms and monitoring.
Under the direct supervision and direction of the President of the Bank and the functional supervision of the Chief of Staff, the Head of Unit - Ethics Office (PETH), will assume the following functions:
Specific responsibilities attached to the function:
1. Assume the general management and define the vision and the strategy concerning the ethics and compliance programs;
2. Manage the main components of the Bank's ethics and compliance program, including risk assessment, policy development, training, communication, monitoring, evaluation and program improvement;
3. Use the data to assess trends and follow applicable practices in order to recommend appropriate improvements to the strategy and programs;
4. Serve as an expert on ethics and compliance with the standards of conduct set out in the Staff Code of Conduct, assist staff members to understand their ethical obligations, identify areas of conflict or potential conflict and formulate recommendations, in order to prevent violations of ethical rules before their appearance;
5. Ensure compliance with the Staff Code of Conduct to ensure constant compliance with ethical procedures across the Bank;
6. Establish and maintain a culture of ethics compatible with the highest standards in terms of institutional governance;
7. Supervise the implementation, review and communication strategy in order to comply with the Bank's information disclosure process; and to do so, in particular to help the management team and staff members to establish and promote a culture in which it is acceptable, on an institutional level, to calmly approach ethical questions;
8. Advise staff and management on matters relating to conflicts of interest involving the Bank, whether personal, professional or organizational, and make recommendations to senior management on policies and guidelines relating thereto, where applicable;
9. Develop an essential knowledge base and define key points of contact to provide training and raise staff awareness of issues relating to the principles and ethics of institutional governance at the Bank level;
10. Advise senior management, the director of the human resources management department (CHRM) and other staff members on the application of ethics rules; hold information sessions and training programs to increase awareness of ethical issues; and
11. Advise staff and management on acts that may constitute misconduct.
Detailed activities related to the responsibilities attached to the function:
12. Establish an impartial point of contact to provide confidential advice and guidance on ethical and conduct matters which staff members can use without fear of reprisal;
13. Ensure that you have a working knowledge of relevant regulatory and ethical issues, codes of professional ethics, international laws and regulations, codes of professional or industry ethics, and techniques for resolving ethical conflicts;
14. Develop ethics compliance programs as well as standards of ethical conduct and behavior for approval by senior management and implementation / and monitoring;
15. Organize training and awareness sessions for staff, management and the various stakeholders;
16. Coordinate awareness and education activities in order to promote, among other things, the Bank's values, standards of conduct and procedures and make them better known through orientation and training programs as well as '' other means of communication to constantly strengthen the ethical culture in the Bank's activities;
17. Assist management in formulating policy recommendations and guidelines in line with new and evolving areas of ethics in institutional behavior, and in developing and disseminating best practices;
18. Assume responsibility for the staff, strategy, budget and work program of the Ethics Office; and
19. Manage the ethics hotline / assistance line to provide advice on ethical values, and ensure the development of internal and external communications, a code of conduct and other documents and tools for managing ethical issues; and
20. oversee the development and implementation of the unit's human resources strategy and plans.
21. The Head of Unit is required to exercise strict confidentiality with regard to the information disclosed to him in the exercise of his functions.
22. The Ethics Office keeps a confidential register of the opinions it expresses and the reports it receives.
23. The Head of Unit submits to management an annual report which is made available to staff members and which includes an overview of the activities of the Office, specifying the number and general nature of the questions brought to its attention and the conclusions that have been pulled over the past year.
24. Prepare and present periodic reports and communications to stakeholders and staff on various subjects related to ethics and compliance.
SKILLS: (qualifications, experience and knowledge)
1. Hold at least a Master or equivalent diploma in ethics, human resources management, organizational development, work psychology, law, social sciences, business administration, public sector management, behavioral sciences or in a related discipline.
2. Demonstrate a minimum of nine (9) years of relevant experience in the application of high ethical standards and personal integrity.
3. A solid experience in the field of ethics acquired within international organizations or large multilateral organizations constitutes an additional advantage.
4. Have proven themselves in the establishment, supervision and motivation of teams responsible for implementing strategic and operational priorities.
5. Have experience developing strategies, policies, programs and guidelines in large institutions.
6. Have a proven ability to implement new projects and initiatives in different functions and in different localities.
7. Have an exceptional track record of integrity, honesty, professionalism, fairness and personal ethics.
8. Have a proven track record in building partnerships and / or building networks beyond a single area of expertise, and possess strong conflict management skills.
9. Have excellent communication and interpersonal skills and be able to work in a team and collaborate.
10. Have proven skills in implementing innovative and creative approaches to influence organizational behavior or culture so as to reap benefits for the Bank and its customers.
11. Have an in-depth knowledge of the ethical and compliance requirements in the context of public and private operations.
12. Have already proven themselves by working professionally and diplomatically with a wide variety of people from different cultures.
13. Demonstrate an ability to work independently while demonstrating pragmatism and creativity in analyzing and solving problems; be comfortable working at all institutional levels.
14. Have a good knowledge of the policies, procedures and operational practices of the main bilateral and multilateral development organizations.
15. Master the use of standard Microsoft Office Suite software (Word, Excel, Access and PowerPoint, SAP and / or other integrated document management system).
16. Be able to communicate effectively (written and spoken) in English or French, and preferably have a good working knowledge of the other language.
